Stonehouse Neighbourhood Development Plan 2016 – 2031

Stonehouse Neighbourhood Plan takes the opportunity offered by the Localism Act 2011 to create a statutory plan which will shape, protect and enhance Stonehouse for the next decade and a half.
The Neighbourhood Plan aims to ensure that the development of the town will contribute to what residents most value about Stonehouse; a strong, friendly community, a distinctive thriving town in a beautiful rural setting with excellent transport links and employment opportunities. All planning applications will have to pay regard to and conform with this Plan through to 2031.
Stonehouse Neighbourhood Plan is based on extensive public consultation; it was prepared by an independent group of volunteers including both residents and town councillors, the Stonehouse Neighbourhood Plan Working Group. Work to develop a plan for Stonehouse took place between September 2013 and March 2016 and concluded with a referendum on 23 November 2017 when 85.2% of electors casting a vote, voted to accept the plan.
Stroud District Council formally adopted the plan on 22nd February 2018. It now forms part of the statutory Development Plan for the District of Stroud. It will be used when the District Council decides planning applications within Stonehouse. Stonehouse Town Council’s Regeneration and Environment Committee is responsible for monitoring and reviewing the Neighbourhood Plan.
Stonehouse Neighbourhood Plan Group, made up of residents and Town Councillors, prepared a draft Neighbourhood Development Plan for Stonehouse under powers granted by the Localism Act 2011.
The submission draft of the Stonehouse Neighbourhood Plan took account of representations received during the six week period of consultation, from 1st July 2016 to 12 August 2016, on the pre-submission draft of the Stonehouse Neighbourhood Development Plan under Regulation 14 of the Neighbourhood Planning General Regulations.
Stonehouse Neighbourhood Plan Group received planning consultancy support, paid for by a Locality Grant, during the development of the submission draft, including a Health Check to advise on the conformity of the draft Plan with national and local planning policy.

On 17th March 2017 Stonehouse Town Council submitted their draft neighbourhood development plan and related documents to Stroud District Council under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (As Amended).

Stroud District Council held a six week consultation on the submission draft of the Plan from 5th April 2017 to 17th May 2017; for consultation responses see (https://www.stroud.gov.uk/environment/planning-and-building-control/planning-strategy/neighbourhood-planning/emerging-neighbourhood-plans/stonehouse-town-council-plan/stonehouse-regulation-16).
The Neighbourhood Plan sets out the community’s views on the development and use of land in their neighbourhood, so consultation with the community at all stages is an important part of the process.
Consultation throughout the process of creating the plan is set out in full in the following documents, including the six week period of consultation, from 1st July 2016 to 12 August 2016, on the pre-submission draft of the Stonehouse Neighbourhood Development Plan under Regulation 14 of the Neighbourhood Planning General Regulations.

On 10th May 2014, the working group, supported by a Locality/Community Development Foundation grant, ran their first public consultation event at Stonehouse Town Hall, attended by 64 people. The aim was to inform the community about the Neighbourhood Plan and find out what issues they wanted the Plan to address. Thirty seven comment forms were returned and people also provided comments on post it notes.

What people like about Stonehouse:
Friendly community with good town centre facilities for shopping, health care, education and recreation. Good location, good transport links, flat walking and cycling and access to the countryside.
What people don’t like about Stonehouse:
Too much through traffic on High Street, congestion from motorways and factories, parking on High Street; lack of choice on High Street, lack of night life; disused buildings and sites; concern regarding threat to library and loss of amenities.
How people would like to see Stonehouse develop:
To see the town develop as a vibrant, thriving place with a range of shops, links to the canal and green spaces and a strong friendly community. Less rubbish, improvements to dilapidated buildings.
- Housing: Affordable housing, starter homes, housing for the elderly and those with mobility problems should be provided. Housing should have good access to town and transport.
- Economy: Support for small businesses, jobs and apprenticeships for local people and re-opening Bristol Road station. Better cycle routes and footpaths between town and industrial sites.
- Environment: Green spaces popular; should be conserved.
- Amenities: Better variety of shops; more community facilities, play areas and a swimming pool needed.
- Transport: More/improved cycle paths, more public transport.
Stonehouse Neighbourhood Plan: Summary of issues raised in consultations to May 2014
Vision and objectives
A second major consultation event was held at Park Junior School on 5th July 2014, as part of Stonehouse Community Partnership Arts Festival. The aim was to seek further information on issues raised at the first consultation to assist with drawing up a draft vision and objectives. Twenty three comment forms were completed.

A draft vision and set of objectives was drawn up based on analysis of consultation responses carried out by Gloucestershire Rural Community Council (GRCC).
Consultation on the draft vision and objectives took place through the Town Council website from September 2014, at an Investigating Stonehouse event, Good Will Fest 2014 and through an on line survey (December 2014 to January 2015) which received 40, largely positive, responses.

The group used the Vision and Objectives developed through consultation to inform the next stage of work, policy development.
The Vision and Objectives were formally agreed by Stonehouse Neighbourhood Plan Group at a meeting of 26 November 2015 and further refined after comments were sought from Stroud District Council and an independent planning consultant.

Policy Development
The working group developed policies under the theme areas of Amenities and Facilities, Economic Development, Environment, Housing and Getting Around. Policy development work was informed by consultation findings, evidence and research and local and national planning guidance. Assistance with drafting policies was received from a planning consultancy, Stuart Todd Associates and paid for with a grant from Locality.
Consultation with groups
The working group has consulted with local youth clubs, Stonehouse Community Partnership Schools Group, the British Legion (results within Stonehouse_Neighbourhood_Plan_Consultation_Results_to_Sep_2014_by_Theme), Maidenhill School Council, Wycliffe College, local businesses, (business event attendance list), GFirst LEP (the Local Enterprise Partnership for Gloucestershire), Stonehouse Children’s Centre and Stonehouse History Group.
Public consultation on emerging policies
On 17 October 2015, the group held a Neighbourhood Plan Update public consultation event to gather views on emerging policies. Around 70 people attended and there was a largely positive response to the policy ideas displayed.

As a statutory planning document, a neighbourhood development plan needs to be supported by robust evidence to underpin its policies and proposals.
Stonehouse Neighbourhood Plan Group have used a range of sources as evidence including national and local planning guidance, the evidence base for the Local Plan, existing data relating to Stonehouse and data gathered by group members.
All policies were also informed by the consultation results from a range of consultation exercises.
National and local planning guidance
Neighbourhood plans must be in conformity with national planning policy and strategic policies in the Local Plan. The draft Stonehouse Neighbourhood Plan for consultation includes references to relevant policies in the National Planning Policy Framework and Stroud District Local Plan in the justifications for the policies.

Call for sites
A call for sites was made using the Spring and Summer 2015 editions of Stonehouse News; one response was received of land unsuitable for development. The site assessment was carried out using criteria agreed by Stonehouse Neighbourhood Plan Group and a sustainability checklist based on sustainability objectives set out by the Sustainability Appraisal used for the development of Stroud District Council’s Local Plan.

Stonehouse Town Character Assessment
The Stonehouse Town Character Assessment has been carried out by volunteers at a level of detail sufficient to meet the purposes of contributing to the Neighbourhood Plan evidence base and identifying opportunities for the town. It therefore does not aim to provide detailed description or analysis of the diverse natural and manmade features of the town.
The character assessment work was carried out by members of the Stonehouse Neighbourhood Plan working group using guidance and pro formas from primarily, Bath and North East Somerset District Council (BNESDC) (“Snapshot” Character Assessment Toolkit, Bath and North East Somerset District Council and Place Studio) and also from Planning Aid England.

The Progress of Stonehouse Neighbourhood Development Plan: from Area Designation to Adoption
Stonehouse Town Council and members of the community have prepared a statutory Neighbourhood Development Plan for Stonehouse under new powers granted by the government (the Localism Act 2011). Neighbourhood Development Plans give communities direct power to plan the areas in which they live – but they relate only to the use and development of land in their area.
Work to develop a plan for Stonehouse took place between September 2013 and March 2016 and concluded with a referendum on 23 November 2017 when 85.2% of electors casting a vote, voted to accept the plan. The turn-out for the referendum was 10 per cent.
Stroud District Council formally adopted the plan on 22nd February 2018. It is now a statutory planning document that can be used when the District Council decides planning applications within Stonehouse.

Stonehouse neighbourhood plan was supported by Stonehouse Town Council and has received grant assistance from Community Development Foundation and Locality.
What is a Neighbourhood Plan?
Neighbourhood planning is a new way for communities to decide the future of the places where they live and work.
The government has introduced the community right to do neighbourhood planning through the Localism Act.
General regulations governing neighbourhood planning came into effect in April 2012.
Regulations on the referendum stage came into force in August 2012.
Neighbourhood development plans or orders do not take effect unless there is a majority of support in a referendum of the neighbourhood.
They also have to meet a number of conditions before they can be put to a community referendum and legally come into force. These conditions are to ensure plans are legally compliant and take account of wider policy considerations (e.g. national policy).
The conditions are:
- they must have regard to national planning policy
- they must contribute to the achievement of sustainable development
- they must be in general conformity with strategic policies in the development plan for the local area (i.e. such as in a Local Plan)
- they must be compatible with EU obligations and human rights requirements.
An independent qualified person then checks that a neighbourhood development plan or order appropriately meets the conditions before it can be voted on in a local referendum. This is to make sure that referendums only take place when proposals are workable and of a decent quality.
If proposals pass the referendum, the local planning authority is under a legal duty to bring them into force. The plan will become a statutory document which will be taken into account when planning applications are considered and planning proposals are made.
Developing Stonehouse Neighbourhood Plan
In March 2013 Stonehouse Town Council formed a working group of residents and members to oversee the development of the Stonehouse Neighbourhood Plan.
On 12th September 2013 Stroud District Council’s Environment Committee approved the Stonehouse Neighbourhood Plan Area Designation and Stonehouse Town Council as the qualifying body for the production of a neighbourhood plan.
Stonehouse Neighbourhood Plan Working Group met regularly from July 2013 to October 2017. Meetings, were usually held fortnightly at Stonehouse Town Hall on Thursday evenings, and were open to the public.

From January 2014, the working group carried out public consultation on issues for the Neighbourhood Plan, a vision and objectives and emerging policies. They held consultation meetings with a range of local groups and collected evidence to support policy development. Gloucestershire Rural Community Council (GRCC) advised on planning public consultations and provided analysis of the results. The working group also gathered evidence relevant to the Neighbourhood Plan.
From July 2015 to March 2016 the group worked on policy development and appointed a planning consultant who provided expert advice on drafting policies for the Neighbourhood Plan.

A draft plan was approved at the Town Council Annual General Meeting, 23 May 2016. The draft Stonehouse Neighbourhood Plan was open to a 6 week public consultation period from 1st July to 12 August 2016. Responses to all representations were prepared by Stonehouse Neighbourhood Plan Group. A submission draft of the plan was prepared and approved at a Town Council meeting of 23rd January 2017. The draft Plan and supporting documents were submitted to Stroud District Council in March 2017.
The Stonehouse Neighbourhood Development Plan has been through independent examination. The examiner recommended that the plan, once modified, should proceed to a Referendum. Stroud District Council held a Referendum relating to the adoption of the Stonehouse Neighbourhood Development Plan on Thursday 23 November 2017. Electors voted to accept the plan.
